Redesign the default value as an explicit WithDefault opt-in

Make the default an explicit one-time WithDefault choice; the collection stays immutable once built.
Rename ListValid to ListNonDefault so the name matches what it does.
Adopt buf to generate code, drop the orphan internal/utils, and expand test coverage.
Sync the docs and the CI actions.
