docs(era-book): items slice — v6 The Ground, 10 files

Addressable v6 rows: W6.99 (C1 canonical hash) and W6.100 (seeded-walk
reproducibility) from the W-list, plus the jssm KEEP/tail rows that map
to 6.0 — atom-charset breakage (#754), the P1 val-bug tail (#755/757/
758/759), the columnar-val perf keystone (#756), M3 replay via the One
Merge (#827), and the deno drop (#921). PROGRESS.md records the
cluster-tier vs item-tier decision: ID-less program WPs (One Merge,
perf envelope, error-code namespace, etc.) stay at the long-form
cluster tier, not duplicated as item JSON.
