feat: pane-aware agent status

Tags per-session agent status with the pane that set it (left/right/scratch): pane-scoped keystroke-clear so a background pane's block survives foreground typing, and every GUI selection reveals/focuses the pane that set the block. Includes the idle-gate (reveal is a no-op for an idle session, never dismissing a shown scratch) and the pane-teardown reconcile (a tag whose owning pane exits is cleared).
