feat: bb_cache_reactive component + WS change-deltas + snapshot-on-connect (B1-589) (#717)

Adds the read-path core for PR-4b: a Kconfig-gated (default n, opt-in)
bb_cache_reactive component layering change-driven observers on top of
bb_cache's poll/get-serialized path, plus bb_sink_ws wiring for immediate
WS deltas on change and a unicast snapshot-on-connect for new clients.
