Free-threaded: Drop hdrhistorgram python dependency (#23490)

The engine already encodes observation histograms with the Rust
hdrhistogram crate; decode them there too, so the stats aggregator no
longer needs the hdrhistogram Python distribution (which users had to
add to `[GLOBAL].plugins` for histogram summaries).

It lacked free-threaded wheels last I checked.
