feat: bb_cache owned+fallback cold-start seed (#715)

Adds the third register() tri-state combo (snapshot != NULL AND
snap_size > 0): behaves like owned mode, plus a one-shot snapshot()
seed of the owned buffer while the entry is unpopulated so a keyed
endpoint is never empty at cold start. The seed never sets has_value
(bb_cache_update_ex's change-detect guard), so the first real write
still reports changed=true unconditionally, and it never re-runs once
a real write lands.
