Document the test-JVM JUL logging knob

tycho-surefire injects `java.util.logging.config.file` from the Maven
property `logging.config.file` (default: the repo-root
`logging.properties`, WARNING level), so test-run JUL verbosity is
raised with `./mvnw verify -Dlogging.config.file=<file>`; a
`JAVA_TOOL_OPTIONS` override of the JUL property silently loses to the
pom's explicit `-D`. Verified: a FINE-scoped config surfaces Ariadne's
FINE binding-decision lines in the forked test JVM.
