Collect pstore/ramoops panic logs in the diagnostic archive

Kernels with pstore/ramoops persist panic logs and the console tail in
DRAM across warm reboots (EC PWROK pulse / two-stage watchdog on WB8).
Collect them in both storage modes:

- Storage=journal (WB default via pstore.conf.d): records live in the
  journal as FILE= fields on systemd-pstore entries; dump the last
  1 MB of them via journalctl into pstore.log.
- Storage=external (upstream default): collect the archived files from
  /var/lib/systemd/pstore and any not-yet-harvested files from
  /sys/fs/pstore.
