Remove the `gateOnImportBinding` gates (#738)

Ariadne 0.52.20 fixes the plain-import binding of sibling scripts
(wala/ML#687) on the previously affected machines, confirmed on both CI
and the affected desktop. The Assume gates, their call-site comments,
the now-unused `assumeTrue` import, and the CLAUDE.md
"Known machine-sensitive tests" section come out; the six tests assert
unconditionally everywhere. The wiki page Machine-Sensitive-Tests is
retired separately.
