Add automated release workflow (#703)

Replaces the manual release.sh/release-finish.sh scripts with a single
"Release" GitHub Actions workflow, modeled on byonk's release_type
input. It bumps VERSION, finalizes the top CHANGES entry, tags, builds
and publishes the release, and reopens CHANGES for development -- all
pushed directly to master using a stored PAT, since the automated
text-surgery approach (perl/awk) is safer here than shelling out to
debchange, which mis-parses the file once a leading instructions
comment is added.

Also adds a CHANGES-updated check to the PR test workflow, and fixes
the 0.23.2 entry which was stuck at UNRELEASED despite being released.
