* [Spec Kit] Add specification for graph schema as first-class citizen

Introduces _schema/nodes and _schema/predicates as the versioned
replacement for _meta and .arc/config's merge-rule configuration.

Resolve three ambiguities via /speckit-clarify: schema documents are
exempt from ordinary arc-lint content rules, auto-discovery always
assigns the safe-default merge behavior (no patch-level override),
and schema-document basenames occupy a namespace separate from the
graph-wide content basename-uniqueness check.

Designs internal/app/schema as a new domain use-case replacing _meta/ and
.arc/config.yml's merge-rule content with versioned _schema/ documents,
integrated into arc init (seeding) and arc apply (auto-discovery), with
ARCNET-CORE's AST/merge-algebra staying in internal/core per ADR 001.
