* docs: add design spec for telegram-resender config skill

Interactive skill to add/edit/remove instances in data/config.yml via
AskUserQuestion, with a full per-option reference and loader validation.

* feat(skills): add interactive config.yml instance wizard

Add skills/telegram-resender (SKILL.md + instance-options.md): an
AskUserQuestion-driven wizard to add, edit, remove, and explain instances
in data/config.yml, validated via the project's own load_instances.
Documents every instance option and the OR/word-priority matching
semantics. Committed .claude/skills symlink for discovery; AGENTS.md updated.
