ci: post pending coverage status before Coveralls upload

Coveralls processes uploads asynchronously and posts the final
status seconds-to-minutes after the workflow finishes. During
that gap, GitHub shows nothing for the coverage check.

Post a placeholder `pending` status with the same context Coveralls
will later use, so the check is visible with a spinner while
Coveralls processes. Coveralls's later post replaces it.

Only fires on push/pull_request events (the two Coveralls handles).
