ci: add release-please for automated version bumps and releases

release-please watches main for conventional commits and maintains
a single long-lived release PR. Merging that PR creates the tag +
GitHub release, which triggers publish.yml to npm-publish via OIDC.

Requires repo settings:
- Actions allowlist: add googleapis/*
- Workflow permissions: allow Actions to create and approve PRs
