restart: counters survive the hot restart — name-keyed stats ride the handoff (Phase 4 slice 3)

The handoff message (v2) carries every cumulative counter as a
name-keyed record (u8 name length, name, little-endian u64) behind the
header; the successor folds them into its zeroed counters, so scrapes
stay monotonic across the restart pair. Unknown names are skipped and
absent ones stay zero — the binaries may disagree on the counter set,
which is the point: a hot restart is usually an upgrade. Gauges
(Metrics.gauge_fields: active, draining) and the per-worker accept
distribution deliberately start over. Best-effort by construction: a
short or malformed block never un-adopts the listeners.

Verified: round-trip with gauge exclusion, unknown-name and
truncated-tail tolerance, full unix-socket path; process-level A→B:
requests 25→30, bytes 1075→1290 continuous, gauges at 0.
