#134 Enable documentation-only Jenkins short circuit (#135)

Implements derliebemarcus/maintenance#37 for the Teltonika RMS pipeline.

The shared classifier runs before both the Home Assistant integration
profile and Changesets release step. Documentation-only changes publish
the normal required Jenkins status and return before project, security,
release, publication, or deployment stages. Mixed and unsafe ranges
continue through the full pipeline.

The branch is refreshed after the ticket-validator fix so the corrected
naming and lifecycle workflows run against the current base.

Closes #134.
