Apply ruff format to dal-web backend

Reformat 11 files under dal-web/backend/ to satisfy ruff format
(routers, services, db, migrations, tests). Whitespace-only; no
behavior change. Brings the backend in line with the new
.claude/rules/dal-web-code-style.md format requirement.
