feat(switcher): cap Ctrl-Tab MRU list at 10 sessions

the Ctrl-Tab switcher listed every open session (bounded only by the
100-item recency store). cap the snapshot at the 10 most-recent via
SessionSwitcher.maxCandidates fed to RecencyStack.top; it's a quick jump,
not a full list (the ⌃P fuzzy palette covers everything). the recency
store keeps its full 100-item history. covered by
RecencyStackTests.topCapsResultAtRequestedCount.
