refactor(alert): consolidate health.alerts into bb_alert (TA-536) (#617)

health.alerts had one real producer (asic_task's vin_sag emission); retire
the standalone topic + tm_health_alerts_topic() getter and move vin_sag to
bb_alert_emit("vin_sag", BB_ALERT_WARNING, ...) on bb's shared "alert"
channel, with the same sag_count/vin_min_mv/last_sag_mv fields via a fill
callback (mirrors bb's own wifi_lost_ip pattern). Enable
CONFIG_BB_ALERT_ENABLE/AUTOREGISTER fleet-wide. Frees ~2.2 KB (full
health.alerts ring elimination).
