refactor: rename bb_api_dispatch -> bb_dispatch_api (B1-552) (#706)

Pure rename establishing the bb_dispatch_ symbol family, the leading
step of the WS command-plane epic (B1-542). No logic or behavior
change: bb_api_dispatch_add/lookup -> bb_dispatch_api_add/lookup,
BB_API_DISPATCH_CAP -> BB_DISPATCH_API_CAP, the Kconfig cap symbol
BB_HTTP_API_DISPATCH_CAP -> BB_DISPATCH_API_CAP (bridged consistently
in bb_dispatch_api.h), header/source files and include paths, and all
remaining bb_http_api_dispatch/bb_api_dispatch references across
CLAUDE.md, CMakeLists, scripts, and tests.
