Address Copilot review: tighten the tensor-computation gate, fix stale Javadoc

Compute `hasTensorComputation` only for a tensor-parameter candidate with
no primitive parameter: `Function.check()` consults it solely under the
no-primitive branches (eager P1 block and hybrid P6), so an eager
candidate with a primitive parameter never uses the result and the
traversal there was wasted. Also update the `performsTensorFlowOp`
Javadoc, which still described the traversal as covering only
user-defined callees from before the walk-through-summary-nodes fix.
