Publish updates to the site.standard.publication record

Previously the publication record was only ever created once (guarded
by `if not manifest.get("publication")`), so editing PUBLICATION_NAME
or PUBLICATION_DESCRIPTION in the script had no effect on later runs -
unlike posts, which already had an update path via putRecord. Give the
publication record the same treatment: hash its fields, store the hash
in the manifest, and putRecord an update when they change.

Also add the script itself to standard-site.yml's path filter so a
script-only edit (e.g. changing the publication name) triggers a run,
not just changes under src/data/posts/**.
