Re-enable Dependabot npm updates and add docker ecosystem

npm version updates were disabled across all five workspaces via
open-pull-requests-limit: 0, so no routine frontend bumps or their
security fixes came through. Re-enable them and add ignore rules for the
majors deliberately held back per frontend/CLAUDE.md (eslint, stylelint,
babel, jest, typescript in apps/remark42, redux/react, tailwindcss and
eleventy in site) so minor and patch updates flow without noisy
migration PRs.

Also add the docker ecosystem for the root, example, frontend e2e and
site Dockerfiles, which had no update coverage before.
