feat: bbdevice package skeleton (device CLI framework) (#695)

- add scripts/bbdevice/ mirroring scripts/bbtool/'s plugin-bus pattern
- add registry.py (COMMANDS/RULES dicts + PluginAPI.add_command/add_rule)
- add core.py with load_config (bbdevice.toml) and load_plugins (_bbdevice_plugin)
- add cli.py argparse dispatcher; loads commands.FIRST_PARTY then external plugins
- add commands/__init__.py with empty FIRST_PARTY (device commands land later)
- add device/__init__.py placeholder package for the future device layer
- add suite_framework.py placeholder noting SettleConfig/SuiteContext/gate_enabled relocation
- add requirements.txt (websockets, zeroconf, jsonschema, pyyaml, paho-mqtt)
- add scripts/bbdevice.py thin entry point mirroring scripts/bbtool.py
- add tests/test_smoke.py covering --help and plugin-bus registration
- shape only in this PR; no fleet code moved
