chore(release): stop lerna from writing a per-package changelog

conventionalCommits already computes the version bump; changelog
(default true) separately makes lerna generate and commit its own
packages/uql-orm/CHANGELOG.md from commit messages — a file that
prepack/postpack immediately overwrite-then-delete on every publish
(copying the hand-maintained root CHANGELOG.md in for packing), leaving
a stray "deleted" diff to clean up after every release.

Disabling changelog only removes that write; version-bump computation
and the root CHANGELOG.md (never touched in independent-versioning
mode) are unaffected.
