fix: skip 65MB parse test under -race to unhang go test -race ./pkg/web

Parsing a single 65MB line in TestSessionManager_LoadProgressFileIntoSessionLargeBuffer
takes ~90s without the race detector and exceeds the 10-minute test binary
timeout with it, so every 'go test -race ./pkg/web' run (including make test)
hung until the panic. Gate the subtest behind a raceEnabled build-tag constant;
it still runs in regular (non-race) test runs.
