Flix6xBackport PR #2262: fix(ci): scope QA workflow's uv cache glob, install uv before docker compose up (#2262) setup-uv's cache-dependency-glob walked the whole workspace by default, including docker-compose-data/dev-db once the postgres container locks that bind mount down to its own uid, causing the "Install uv" step to fail with EACCES before any QA tutorials/HEMS steps could run.
