build: add cSpell spell checker (#1064)

* ci: trigger release-please for v3 branch

* build: add cSpell spell checker

Adds cSpell, pinned via a committed lockfile in tools/node and wired into
CI as its own job, to catch typos in Swift and Markdown sources. Fixes
the genuine typos and one prose/API-casing bug (`realtimev2` ->
`realtimeV2`) it surfaced along the way, and records project-specific
terms, proper nouns and test fixture data in dictionary.txt.

* build: add bytea and dedupe to cspell dictionary

New Realtime postgres-changes filter code landed on main after this
branch was cut, introducing two legitimate technical terms cspell
didn't recognize.
