feat(bb_system): api_reboot records caller-supplied timestamp + detail (User-Agent) — bb_system_restart_reason_at (B1-527 follow-up) (#692)

- add bb_reboot_pick_epoch pure helper (device NTP wins, else caller epoch, else 0), 100% branch coverage
- add bb_system_restart_reason_at(src, detail, caller_epoch_s); bb_system_restart_reason is now a thin caller_epoch_s=0 wrapper
- POST /api/reboot parses an optional {"ts", "detail"} JSON body (tolerant of no/empty/non-JSON body) and passes both through to the new _at variant
- User-Agent fallback for detail was dropped — bb_http has no public request-header-read accessor today; documented in CLAUDE.md rather than adding new plumbing
- autonomous reboot sites (wifi safeguard, egress tier3, OTA, etc.) are unchanged — they still call the plain bb_system_restart_reason
