docs: theme styling, homepage cards, and API section structure (#834)

* Use GH markdown in docs

- convert blockquote Note/Warning callouts to VitePress
  [!NOTE]/[!WARNING]/[!TIP] containers
- reindent the Queue type code fence and fix a table alignment row
- set nav activeMatch for the API section

* Add section headings to the jobs API page

* Fix broken LISTEN/NOTIFY link

* Add homepage cards

* Add `tsconfig.json` for docs

- Based tsconfig from Vite docs

* Adjust theme colors

* Run `npm audit fix`

* Highlight the API section when active
