deb: accept upstream OpenZFS userland as zfs dependency (#701)

The Ubuntu/Debian archive package is zfsutils-linux, but upstream
OpenZFS 'make native-deb' builds ship openzfs-zfsutils, which
Conflicts: zfsutils-linux and Provides: openzfsutils. On systems
running the upstream userland (e.g. because the distro zfs does not
yet support the running kernel), installing znapzend used to force
removal of the whole zfs userland -- or apt would remove znapzend when
switching to the upstream packages.

Accept either: zfsutils-linux | openzfsutils.
