fix: bump main to next minor after minor branch-out

Ahead of the 9.5 minor FF, NEW_VERSION will be passed as 9.5.0 (the
version for the new branch, not main). Since main is already on
9.5.0, the current minor bump flow leaves main stuck there forever
after cutting the 9.5 branch, with no automated step advancing it to
9.6.0.

Add a bump_main_to_next_minor step to post-minor-merge.sh, run after
branch-out and before the hermit sync, which opens a version bump PR
for main using the same convention as previous manual minor bumps.
