fix(euid): remove incorrect NL KVK checksum + README review polish

The nlRegisterChecksum used a mod-11 formula borrowed from the BSN
context that does not apply to KVK-nummer. Verified against real
KVK identifiers of Philips (17017728), ASML (17085815), Shell
(24123482), Unilever (24051672), Rabobank (27052466), Heineken
(33002587) — 5 out of 6 real KVKs failed the algorithm, only
Heineken coincidentally matched. KVK is a sequential register
identifier with no publicly documented checksum, so this drops
NL to format-only at the register level.

README review pass:
* Supported identifiers table: EUID row updated from "Delegated
  to sub-validator" (stale wording from the pre-native design) to
  "Native EU-27 registers".
* VAT row updated from "28 countries (EU-27 + XI, GB)" to
  "30 codes (EU-27 + XI, GB, NO, IS kennitala)".
* EUID country table: NL checksum column ✓ → — to match reality.
* nationals.go table comment: WithSubValidator → WithCountryValidator.

Coverage remains at 100.0% (721 tests pass with -race; lint clean).
