Commit Message

Fix docker scrape failure and gate dependabot workflow to docker changes only

Clear the azure-cli base image entrypoint (which calls `python` instead of
`python3`) to fix the "executable file not found" runtime error. Gate the
spec regeneration pipeline so it only runs when Dockerfile or compose.yaml
changed, skipping unnecessary work on gomod/github-actions dependabot PRs.
