add cells_to_incomplete_zarr: cell files to monolithic incomplete Zarr

Add a converter that turns a directory of contiguous ragged cell netCDF
files into a single Zarr store in the incomplete multidimensional array
representation (CF 9.3.2): a dense (locations x element) cube spanning
every location across all cells, with the measurements as
(locations, element) arrays and the per-observation coordinates (e.g.
time) carried as matching 2-D arrays.
