feat(bb_transport_health): report from http/mqtt sinks + surface transports on /api/diag/net + net_state (observe) (#684)

- bb_sink_http/bb_sink_mqtt lazily register as AUTHORITATIVE transports and
  report success/failure on every publish attempt (observe-only, no recovery
  action wired).
- bb_net_health_status_t gains tx_available/tx_enabled/tx_failing, pulled
  each evaluator cycle from bb_transport_health_authoritative_counts(); the
  net_state heartbeat gains a trailing " txfail=<failing>/<enabled>" token
  (least-critical, drops first under the log-line truncation cap).
- GET /api/diag/net gains a live "transports" array built at request time
  from bb_transport_health_snapshot_all(); empty (not omitted) when nothing
  is registered.
