wltwallet: fleet-version-tolerant repair test + descriptive spot-offline error

The wdrone fleet now rejects stale reshare shares at init (wdrone b5fde7d,
deployed 2026-07-03): TestRepairRemoteKeyShare's slow leg previously
asserted the pre-guard behavior (2-minute rounds deadline). Accept all three
failure shapes — init-time guard rejection ("out of sync"), walletsign:error
frame ("remote participant reported"), and the legacy deadline — logging
which path fired. Verified live post-deploy: all 3 fleet nodes reject the
desync at init in ~18s with the repairRemoteKey remediation hint; repair +
recovery unchanged (PASS 45s).

Also wrap waitOnlineSpot failures in the three reshare remote-init sites:
they previously surfaced as a bare "context deadline exceeded" after 15s
(observed on a transient relay blip), indistinguishable from a ceremony
failure. Now: "spot network unavailable (could not reach the relay mesh to
contact the remote 2FA participant)". The repair test skips on that shape
like other backend-unreachable cases.
