fix(build): package-local tsBuildInfoFile so clean resets tsc -b state

uql-orm@0.10.0 was published with only dist/browser (5 files): the build
shared the repo root's .tsconfig.tsbuildinfo, so after clean wiped dist,
tsc -b trusted the stale build info and emitted nothing. Scope the build
info to the package, remove it in clean, and guard prepack so a partial
dist can never be packed again.
