feat(bb_net_health): egress-state classifier (observe-only, no action) (#677)

- phase 1 of the egress-recovery SSOT (B1-518): pure bb_net_health_classify_egress()
  classifier + bb_egress_state_t/bb_egress_state_str()
- gateway-probe-as-tiebreaker truth table: gw reachable + one endpoint down
  (e.g. mining pool) classifies as ENDPOINT_DOWN, never GW_UNREACHABLE/ALL_DEAD,
  so a future recovery action never restarts wifi to fix an upstream fault
- 100% branch coverage on bb_net_health.c (host tests cover every branch +
  boundary: threshold streak, enabled/failing egress counts, wifi_mode gating)
- no device wiring, no gateway probe call site, no recovery action - logging/
  counters only, per B1-518 Phase 1 scope
