Updated Javascript build configuration (#1750)

In preparation for the Babel v8 upgrade (https://github.com/Courseography/courseography/pull/1748), this pull request makes a few updates to our Javascript build configuration:

- Removed `@babel/plugin-proposal-class-properties` dependency, which has been accepted into ES2022 and now is part of `@babel/preset-env`
- Removed redundant babel preset configuration (was in both `package.json` and `babel.config.js`)
- Fixed `corejs` version pinning (to v3.45.0)
- Added `browserslist` configuration
- Updated CircleCI config to use Node v24
