test(gatekeeper-parity): cover the /1.0/identifiers conformant surface

Now that both the TS and Rust gatekeepers implement /1.0/identifiers, add
parity coverage for the manual gatekeeper-parity harness:

- api-parity-fixtures.json: three stateless notFound fixtures (resolve, /data,
  /registration) using a valid-format but nonexistent did:cid DID. notFound is
  deterministic (no verification, no volatile fields), so both implementations
  return byte-identical bodies — 404 with the triple-shaped
  didResolutionMetadata.error for resolve, { error } for the dereference
  resources.
- metrics-parity.json: require the three normalized route labels
  (/1.0/identifiers/:did[/data|/registration]).

Note: gatekeeper-parity.mjs is a manual harness (not in per-PR CI), so these
were not executed against two live instances here; validate with the harness
when running a TS-vs-Rust diff.
