docs(gatekeeper-spec): document the /1.0/identifiers conformant surface

Add the standards-conformant resolution/dereferencing surface to the
language-agnostic Gatekeeper service specification so other implementations
(Rust, etc.) honor it as part of the contract:

- §1: list the conformant surface as a service responsibility.
- §2 intro + §2.1: note /1.0/identifiers is a non-versioned surface; mark
  /api/v1/did/:did as the internal (full document set) resolver.
- New §2.6: the three endpoints (resolve + /data + /registration), query
  params (versionTime/versionSequence only; confirm/verify forced true),
  routing, raw-resource dereferencing, and error semantics (invalidDid→400,
  notFound→404, InvalidOperation→notFound, else→500 internalError).
- §3.7: clarify DidCidDocument is the internal set; conformant surface
  returns only the triple.
- New §6.5: the conformant resolution result shape.
- §13.1: add /1.0/identifiers/:did metrics normalization and correct the
  prefix note.
