feat(bb_wifi): observe-only roam/bssid-change counter (B1-497) (#669)

- detects BSSID change while associated in the STA_CONNECTED handler
  (bb_wifi.c), via the new pure predicate bb_wifi_is_roam
- increments s_roam_count + records s_last_roam_us (bb_timer_now_us,
  matching the lost_ip clock source); first connect since boot never
  counts as a roam
- exposed via bb_wifi_get_roam_count()/bb_wifi_get_roam_age_s()
- primary home: GET /api/diag/net (bb_net_health_status_t.roam_count/
  roam_age_s, mirroring the no_ip_recoveries flow); also mirrored on
  GET /api/wifi and the "wifi" telemetry topic (restart_sta_count class)
- NO recovery action is associated with this counter — detection only
