feat(gatekeeper): add conformant resolve + registration dereference endpoints

Complete the /1.0/identifiers conformant surface:

- GET /1.0/identifiers/:did — standards-conformant DID resolution
  returning only the DID Resolution triple (didDocument,
  didResolutionMetadata, didDocumentMetadata). The method-specific
  didDocumentData and didDocumentRegistration objects are omitted from
  the result and exposed as dereferenceable resources instead.
- GET /1.0/identifiers/:did/registration — dereferences the
  method-specific anchoring/provenance resource, symmetric with /data.

Extract a shared resolveConformant() helper (confirm+verify true, standard
version selectors only) used by all three routes. Errors are reported in
didResolutionMetadata for the resolve endpoint, per the DID Resolution
data model. Regenerates the OpenAPI spec.

Implements #672. Completes the surface begun in #671.
