chore(rfd): Add milestone grouping to priority board (#833)

The RFD priority board can now be split into named milestone groups.
Hovering the gap above a row in the dev-server board reveals a "+
milestone" pill; clicking it inserts a named marker at that position.
Milestone labels can be renamed by clicking them and removed with the
trashcan button on their row. Every RFD sitting above a milestone marker
targets that release; RFDs below the unsorted cutoff remain backlog. The
static site and `just rfd-list --json` render the same markers, and
`--json` output tags each entry with its `milestone`.

`docs/rfd/priority.json` now stores a `planned` array of `{ milestone,
ids }` groups instead of a flat `order` array. The last group's
milestone is always `null` (planned-but-unassigned). The legacy flat
`order` shape is still read and treated as a single unassigned group, so
existing boards keep working without a manual migration. Malformed
boards (duplicate milestone names, or a misplaced unassigned group) fail
the docs build with a pointer to the offending file. `just rfd-promote`
rewrites renumbered draft ids inside `planned` groups as well as the
legacy `order`, `backlog`, and `in_development` arrays.
