Add timestamp and source location to backend log format

The uvicorn default format emits no timestamp and no source location,
which makes backend logs hard to correlate with code when debugging
valuation and async flows. Add a --log-config dictConfig
(dal-web/backend/log_config.json) whose formatter emits asctime, level,
full pathname:lineno, logger name, and message; wire it into both
start.sh and start.ps1 so both platforms log the same way.
