security: remove committed DDEV Traefik dev certs and ignore them going forward

These local-only, DDEV-generated TLS certificates (used for *.ddev.site
HTTPS on this developer's machine) were accidentally committed, including
the private key. DDEV regenerates them automatically on 'ddev start', so
they don't belong in version control. This only removes them from the
current tree; the file remains recoverable from git history (see PR
description for context).
