Allow to disable specific shim channels and to specify their shim values from a text file (#646)

* Implement options to turn off channels during the optimization. Add an option to fix the shim values for the off channels.

* Fix signal recovery optimizer and add tests for it

* Clean up after tests

* Revert dcm2bids change

* Use read_txt function and add a test for it
