fix(app): governor-owned mods crash the diff page during SSR (#489)

ApplyUpdateInteractive evaluated window.location.href at render time in its
governor branch. window is undefined on the server, so every diff page for a
mod owned by a governor 500'd mid-stream (bare shell + truncated flight
payload) since the line shipped. The description is only read in the
propose() click handler, which always runs post-hydration — guard the render-
time access.

Reproduced and verified with a production build against the rethink boreal
mod (owner responds to COUNTING_MODE() → governor apply type): 500 with
truncated 411KB response before, 200 with complete 708KB SSR after.
