Commit Message

bump Go to 1.26 and Kubernetes dependencies to 1.36

- go.mod: bump go directive to 1.26, k8s.io/component-base and
  k8s.io/apimachinery to v0.36.0; run go mod tidy to update transitive deps
- .github/workflows/build-test-lint.yaml: update go-version to 1.26.x
- taskfiles/InstallDeps.yaml: bump golangci-lint to v2.12.2; use
  GOTOOLCHAIN=go<version-from-go.mod> for reproducible tool installs
- .golangci.yaml: replace deprecated gomodguard with gomodguard_v2
